You are again only telling us what you are doing, not what you are
aiming at.  It's the latter we need to know to be able to advise you how
to do things differently. Otherwise we can only say "well yes that's how
it works, with the issues you are getting, and to get rid of the issues
you'll have to do the whole thing differently, so do tell us what your
actual goal is".

So you are running Xorg with the dummy driver on Android. Does Xorg on
android not have some support for keyboard? Are sighted users using Xorg
really using VNC to access it?
