[PATCH] NumLock/CapsLock masks in Thai XIM

Hello,
As reported in Bug #12517 [1], Thai XIM component in libx11 stops
checking input seqences when NumLock/CapsLock is on. This problem is
similar to what was once found in GTK+ Thai-Lao IM module, as per GNOME
Bug #438261 [2].

I have posted a patch to the fd.o bug for a few months, and would like
to get it reviewed. The patch is quite small.
