Well, that's the great thing about FLOSS, right?
Just take your favourite WM, write a patch (shouldn't be too hard, at least
not the basical things) and mail it to the maintainer ;)
However, this may last some time, so best thing could be to write a WM that
can (via NETWM?) run aside the real WM, listen to events (activte,
deactivate, add of windows) and handle them automatically (alongside a config
file) - but i'm not sure what restrictions this would cause (besides it
wouldn't work with non std WMs as long as you can't do a special handling on
them).
calling "transset 0.75" got annoying after some time and i do hardly belive it
is used too much :)
