Modules created and initial files checked in

I've created the modules and checked in the updated symlink script and
initial build system files for the current proto module components
(e.g., the autogen.sh script, configure.ac, *.pc.in and Makefile.am
files).

I've updated the Modular Developer's Guide with instructions on how to
check out and build the proto module components -- see the "Building and
using the modular tree" section.  The guide can be found here:

As we add more module components, please update the guide with the
latest build instructions.

I've also added a TODO list to the bottom of the guide, which we should
update as we come up with additional tasks.  So, if you're looking for
things to work on in the modular tree, please see the TODO list for some
ideas or you can always ask here in the mailing list.


At this point, I would like to open up the tree for adding other module
components.  The symlink script already has some examples for each of
the other modules.  Please feel free to add more links to the symlink
script or add build system files to other module components or ...
