Bot when you are doing a 6.9 must equal 7.0 for everything, then you
can provide 7.0 contrib modules that aren't in 6.x but work perfectly
alongside 7.0 for distros to distribute if they want...

So they can be blessed for use with 7.0 modules that aren't in 6.9 or 7.0....
