[PATCH] Remove unused facility to build modes code from uninstalled server.

I was looking in the wrong place, server 1.2 that was shipped is not in
"server-1.2-branch".
It's on master with tag "xorg-server-1.2". The modes code was added just
after 1.2 was shipped.
Recent versions of the mode code don't compile with server 1.2.

I have resubmitted the patch with different explanations and one change.
