xlsfonts character cell

Until I started looking at xlsfonts.c I was only aware of two kinds of
fonts: fixed pitch & proportional. Now it seems there is another type
called 'Character Cell'.

What the heck is a 'Character Cell' font and how is it different from the
other two kinds?
