I wouldn't see such a library as part of the Xserver. I rather think
that the Xserver should just supply pointer (and maybe later blob)
events. The gesture recognizer itself would fit better into the
freedesktop library set.

There's also tinyxml [1], but that relies heavily on libstdc++.
