[Patch] AllowEmptyInput with no ServerLayout

Thanks, I tested the patch on xorg-server-1.4.99.905 and it's working as 
expected. Pushed it to the server-1.5-branch.

The main problem actually was that 1.4.99.905 segfaulted right away when I had 
a ServerLayout section specified in the xorg.conf, that's why I removed it 
and then this came up. I might have a look at this issue later and provide 
more information. Does none of you guys have a ServerLayout section anymore?
