vt switching via xtest not working in xorg-server 1.4.0.90

I use a script to switch vt's using xte (from xautomation).
With recent devel xorg-server (1.4.0.90) this is no longer possible.
Xte uses XTestFakeKeyEvent to simulate keypress events.
A change in xorg-server seems to swallow these faked
keypresses.  Other key events are not affected and work as
expected.

Was this change intentional?  Will it be re-enabled in the final release?
