Keyboard doesn't work if X was started as user

I have it, but that seems not to be related to my problems.

With xkeyboard-config-1.1 the Windows-Key didn't work at all, there were
no Umlauts and AltGr wasn't available, too (with a "de" layout, "dvorak"
variant).
