Keyboard doesn't work if X was started as user

I have noticed that the xkbvariant stuff only works if there is
a /usr/share/X11/xkb/compiled directory. Even if it contains nothing. I
have been thinking about filing a bug report about it but have yet to
find time to test this thoroughly.
