Why does the Xorg server reset the output when last client disconnects?

I asked this question at the end of my summary of rotation problems
with the intel 2.0.0 driver.

Given that I see the resetting expose bugs in the intel driver or xorg 
server
I'm wondering if it is reasonable to prevent the server from doing the reset
when the last client disconnects?

Why does the Xorg server reset the output when last client disconnects?

What would be the downside of preventing the reset?
