       Bug 9514: Markup error in makestrs.1x man page

Jeremy C. Reed:
       Don't use "INSTALL" during the build because INSTALL may be set by
       build environment with settings for chown and make not work with
       permissions of the builder.  So use mkdir -p and cp instead.  This
       is for my bug #6599.
