We do that on Solaris, by using a table mapping kernel layouts to
XKB layouts in the kbd driver, but have never gotten around to
upstreaming that code (and I'm not sure it would help any other
systems).   The part I've never gotten around to figuring out is
how to get the kbd driver to change the XKB layout when we get a
keyboard-layout-changed event from the kernel (either because
someone used the kernel-layout-change tool or hotplugged in a
keyboard of different layout).
