Also, right now the console and xorg do not share the same logical
layout database, so propagating layout settings from the console to X
(or inversely) would probably require making the console use
xkeyboard-config data. A less ideal mode would be to deploy
xkeyboard-config to console translators, and I think some exist, but
major distributions such as Red Hat do not use them today.
