That's how this would be implemented, as a compile-time argument. Even
at runtime an Xserver with HAL support compiled in should work just
fine, although it'd need a static config file, obviously.

I still think allowing something similar to the current DBus interface
should be possible to, as I think on some platforms/in some environments
being able to add devices to the server from client space should be
possible. No real use case/scenario in mind though.
