How to set numlock set by default

Hi,

By default, numlock is not set in the X server.  Windows-used people
are quite prompt to say that this sucks :)

I've been using xsetnumlock in my .xsession file for some time, but
I'm looking for a better solution, and couldn't find any way to set
numlock by default, i.e. have the NumLock modifier set.  Couldn't this
be implemented somehow, either in xkb descriptions (since it may vary
according to keymaps), or as an X server option?
