compile Xgl without needing egl glitz

xeglserver should have been defaulted off, but Dave was playing with
the config files this morning and he made changes to the egl section
that I haven't looked at yet. xeglserver should need to be manually
turned on since there is no configure detection program for it yet.
I'll check it out.

The GLES include files are in mesa cvs.
