Hotplug and configuration proposal

I've added some thoughts and collected ideas on the wiki here:

I occasionally have time to write code, so if the socket vs dbus
question is answered and there aren't major objections, I may be able to
start writing patches. (though there are several areas of this proposal
which are definately beyond my current ability)

Does this look like a plan? Please criticize.
