Xorg 7.0 RC3 (and 1 & 2): Can't start X on PCI Radeon

This indicates that the card hasn't been properly low-level initialized.
The int10 module appears to be unable to read the video BIOS for some
reason. Does the system BIOS allow selecting the PCI card as primary? If
so, does that make any difference?
