I made the MIT licensed version of it available at :
http://ktown.kde.org/~zrusin/pkg-config.tar.bz2 
If you wish, I can commit it to some public CVS (or you may do so).

It wouldn't be really a replacement if it wasn't, now would it? :) So 
yes, of course, it's 100% compatible. It's a drop-in replacement.
