Various missing COPYING files and licenses in xlibs module

Is anyone going to continue maintaining the old xlibs modules once
the Xorg modular tree gets going?  Is there any reason to put in much
more effort there?   While it was a useful expirement and is still a
source of info for the Xorg modularization, I'm not sure I see a long-term
purpose for it to continue - most experimentation could be done in CVS
branches on the Xorg modular tree.
