"Keyboard" only ever worked for the built-in keyboard driver of XFree86
I think. The modular keyboard driver of X.org is called "kbd".
"keyboard" is an alias that should work for both X.org and XFree86.

Maybe you overrode XF86CardDrivers in xc/config/cf/ ?
