Change list from 6.8 to HEAD, and 7.0 plans

I don't think July is realistic, given it's now April and we're still
sitting here, with a whole bunch of work to do, talking about when to
try to release.

I think we should shoot for mid-to-late August, and set in concrete a
series of milestone dates, with hard freeze points (feature freeze,
code freeze except for reviewed bug fixes, etc).  We should also have a
clear idea of where we should be by every milestone: docs generated by
milestone X (so we can do it easily by release), tarballs done and
tested by milestone X (ditto), et al.  Hopefully this way we can avoid
a repeat of the surprises which plagued us throughout the 6.8.x series
and kept knocking the release date back as the magical date approached
and we were nowhere near release-ready.
