I thought of using cvs tag -F. But I think this makes the old branch unacessible.

eg. using "cvs tag -b -F CYGWIN" on HEAD would create a new branch and moves the
name CYGWIN from the old branch to the new. I could also _think of_ editing the 
branch name in the repository files.
