Read the FHS again. It states that the /usr/X11R6 directory
hierarchy is reserved for the X Window System X11R6, but it does
not dictate that it "must" be installed in that location.

The lack of usage of the word "must" changes things.

Aside from that, "X11R6" refers to release 6 of the X Window
System, and it is release 7 (X11R7) which is being discussed.
Neither the FHS nor the LSB have any entries concerning X11
release 7.

X.Org sets the standards for X, and for X11R7, the standard
install location is /usr.

Hope this helps.
