It's pretty accurate.  The changes mainly consist of changing layouts
that should be variants, into variants (e.g. layout fr-latin9 into
layout fr, variant latin9).  There are also some additional features
relative to xkbdata (e.g. the ability to use CAPS as a Compose key).
