Trying to make sense of all the X modular packages

Is there any particular reason that proto/XF86Misc and proto/XF86VidMode are
in 'core', while lib/Xxf86misc and lib/Xxf86vm are in extended.  I realize
that there may, but it just seems a bit odd.
