Not really. 

In a chroot environment, the whole toolchain runs inside the chroot. 
And of course target and host system have to be the same. 

A sysroot environment is different from that: it just takes all 
files to import (ie. libs, includes, etc) are taken from the 
sysroot. The toolchain itself runs directly in the host system.
It does not matter here, whether host and target are the same
or completely different.
