We also need to state what tools are required for a build of a
released tree vs tools for maintainers... the old autogenerated files
should never be in version control implies that perhaps people who use
CVS may be required to have extra tools... and you branch a release
and check in the auto generated files for that release on the branch
and then tag the branch...
