What did you upgrade when the behavior changed? ati 6.8.191 to .192 ?
6.8.0 to .192 ? Did you change xserver-xorg-core?

Can you send the output of xrandr when both monitors are plugged?

Also please try ati 6.9.0 (it has been uploaded to unstable today).
