I see how a scissor could be used in the case where the image of the
source is an exact pixel-aligned rectangle:

 - No transformation
 - Integer translation + 90 degree rotation
 - Arbitrary translation + arbitrary scale + FILTER_NEAREST
   (avoiding off-by-ones on the edges could be hard for this)

Do you see it as being more general than that?
