Well the true upstream is libtool, but in this case how it trickles
down from there to gnulib to gettext is not our concern. For AM_ICONV
purposes gettext is the upstream for that file given that autopoint
manages it. In any case even if it does not get updated often, having
that file in projects repositories implies it has to be noticed and
manually updated when new version appear.
