Well, besides the "build xserver on a train, build xserver on a plane,
build xserver on a boat, build xserver in a goat" [1] scenarios where internet
access may not be available, a number of us have to build the packages for
our product releases on systems behind corporate firewalls, but that probably
applies far more to those building the hw/xfree86 and hw/xquartz ddx'es than
hw/xwin.

[1] Okay, building xserver on a system embedded in/swallowed by a goat isn't
an actual requirement, but I had this whole green-eggs-and-ham rhythm
going, and you probably wouldn't have very good connectivity in one.
