[PATCH 2/2] XWin: Include a copy of GL specs, rather than downloading them

There is a requirement for the build to not rely on internet connection,
a similar
issue was raised during the DocBook/XML conversion, as some obscure low
level tools  were using it.

In addition, you get version control on the spec from which the wrappers
are generated.
