XKBCONFIG extension: RFP?

That's exactly my thoughts. Also, these extensions are represent
slightly different levels (I'd consider XKBCONFIG as more high level
than XKB). Though, of course, XKBCONFIG would not make much sense
without XKB itself (I am failing to imagine such an implementation).
