Modularization proposal request for approval

For the past several months, the Modularization Working Group has been
working on a proposal for how to split the monolithic source tree into
logical modules.  We have discussed this proposal extensively on the
mailing list, IRC, etc.  We would now like to present our proposal to
the Architecture Working Group for approval.

This proposal provides rationale for modularization, attempts to address
the known concerns people have raised, provides background on other
modularization efforts, explains what the modularized source tree would
look like, outlines the steps required to take this idea from concept to
release, and suggests how future modular releases can be handled.

There is still much work to be done, and we expect those details to be
worked out during the development phase.  Throughout development, we
will continue to make progress reports here and will let people know
when we have something ready for them to try out.  And, when we have
completed the development phase, we will make another presentation to
the Architecture Working Group for final approval of the modularization
effort.

What we are asking for today is permission to begin the development
phase outlined in the proposal.  Please review the proposal above, ask
questions, provide feedback, etc.  We look forward to hearing from you.
