[ANNOUNCE] libXfont 1.4.0

Lots of cleanup and misc bugfixes since 1.3.4.  Still one of the worst
libraries we ship though.

If you're unfortunate enough to need speedo, type1, or printer fonts,
then you'll want to skip this release.

      Delete some dead ifdefs
      Allow case insensitive filename matching in fontfile.
      Remove some strcasecmp silliness
