[Xf86-video-armsoc] submit patches to upstream of xf86-video-armsoc

it's also not really clear to me whom to sent patches to. The last time I did, 
I just got the most visible arm-people from the commit history and included 
them as recipients (and additionally this list). Recently another person also 
has been active on the list. So I guess a list of recipients could be:

- Paul Geary <paul.geary at arm.com>
- Marico Xu <marico.xu at arm.com>
- Sunny Sun <sunny.sun at arm.com>
- David Garbett <david.garbett at arm.com>
- xf86-video-armsoc at lists.freedesktop.org


Maybe the armsoc-people can at some point describe their wanted patch process 
in a readme or so :-)
