xset r rate error (extension "XFree86-Misc" missing)

With "xset r" and the XKB extension, unless you've disabled that.

Looks like we need to fix xset to try xkb first, then xfree86-misc,
instead of the other way around, both to get the more maintained and
more widely adopted code, and to avoid warnings on new servers.
