People don't get banned for doing work on X11, or I wouldn't still be
here.
In general, without commenting on any specific case, people get banned
for violating the code of conduct.
And for the specific case of the mailing lists, in order to keep them
usable, we have spam filtering, just like every other surviving FOSS
mailing list. And one sure way to get caught in the spam filters is
to cc a ton of mailing lists on your email - we have to go manually
release our own announcements from those spam filters from time to time
when they've crossed the threshold for too many cc'ed addresses.
