[ANNOUNCE] xgc 1.0.7

xgc is an X11 graphics demo that shows various features of the X11
core protocol graphics primitives.

      gitlab CI: stop requiring Signed-off-by in commits
      Remove "All rights reserved" from Oracle copyright notices
      configure: pass noyywrap to AC_PROG_LEX if using autoconf 2.70 or later
      unifdef __UNIXOS2__

      Use autoconf instead of platform ifdefs to check for lrand48()
