2019 Election Round 2: Wrong behaviour?

Hi

During voting I notived that it wasn't possible to let positions open for
ranking, i.e. it wasn't possible to give specific persons 0 points. Is this as
intended? I understood the description of election differently. Are you sure
this is the correct behaviour?
