file a bug against the xkeyboard-config component in bugs.freedesktop.org
and attach a patch against xkeyboard-config master on it. once it's reviewed
it'll become part of xkeyboard-config and just be available in the
normal keyboard layout configuration tools

pls make sure you CC me on the bug.
