tilde key doesn't work as deadkey

There was a change in xkeyboard-config more than a year ago that made
the tilde in the default German layout non-dead, as DIN demands.  Also,
the dead macron became a normal macron.  If you want the old behaviour,
use the "legacy" (called "veraltet" in German) variant of the layout.
