Seeking help with xkbcomp

Greetings,
I am trying to map an APL keyboard with xkbcomp. I am starting with a
mapping that works somewhat. My problem has to do with the fact that some
keys on the keyboard produce five different characters. I am using normal,
shift, right-alt, and right-alt-shift for four of the characters. That
works. I want to add a mapping for right-alt-ctl to get that last
character.
I have spent many hours reading and trying everything I can think of with
no luck. (BTW, I am the latest 64 bit LinuxMint).
I think the problem I have is that my Group2 keys need to have 3 levels.
They seem to only have two now. Group2 is set with Right-Alt key. The
second level of that group is shift. This all works now. I want to add a
third level signified by the Control key. So, group2 would have three
levels - normal, shift, and Control.
I am quite lost. My guess is that no more than half a dozen lines of
config would fix my problem. I just can not figure out what to do. If
anyone can offer any assistance, I would sure appreciate it.
I am enclose a copy of the original file in case there is any interested.
