[ANNOUNCE] xf86-input-elographics 1.4.0

This version brings one change that warrants the minor version jump:
previously, the device had a hard-coded device name of "TOUCHSCREEN",
and a type name of "Elographics TouchScreen".

This release aligns the driver behaviour with other input devices, setting
the type_name to TOUCHSCREEN and using the xorg.conf identifier as device
name. The option "DeviceName", previously available to override the device
name, has been removed - use the InputDevice section's Identifier instead.

      Fix name and type_name for elographics
      Use xf86SetStrOption for Option Device
      Don't free on init failure, let UnInit take care of it.
      Test the device in PreInit and fail if it cannot be opened.
      Swap calls to Error() to ErrorF
      Constify a few strings
