It's not broken, unless the implementation by the distro you use is broken,
or the version you're using fell in a void left by some major Xorg
architectural changes a year and more ago.

If you're using an old implementation, the keyword is indeed virtual, and
goes in 'Section "Screen"'.

In recent implementations supporting it, in /etc/X11/xorg.conf, the option
is "panning", going in 'Section "Monitor"', or if your implementation supports
it and you otherwise need no xorg.conf file, in /etc/X11/xorg.d/50-monitor.conf.
