Elographics touchscreens are supported in the (linux) kernel now.
Supposing you have a serial touchscreen, check out the inputattach
utility that allows you to attach the serial device to the input
subsystem of the kernel:
http://www.kernel.org/pub/linux/kernel/people/dtor/inputattach.c
(should also be shipped by your distribution, perhaps in the joystick
package)
run it with --help for more information.
